SECURITY IN THE ELECTRONIC VOTING SYSTEM

Operation - The "internal" operations of the electronic ballot box are executed by exclusive system and applications of the Electoral Justice. These applications work only on the day of the elections and only after 7 a.m. The executable codes of the system are generated by source codes in the Superior Electoral Court. Because the executable codes are authenticated and installed in a controlled manner, all of the operational events are registered, so that any detection of violation or alteration in the executable code causes the ballot box to stop working.
For data storage, the electronic ballot box counts with three memory devices: two memory cards - or flash cards (internal and external), and a diskette. This way, it is possible to recover the data from a particular ballot box even if it is damaged.
Preparing the electronic ballot box for voting - 180 days prior to the date of the elections, the political parties and scientific organizations hired by them, the Brazilian Bar Association (in Portuguese Ordem dos Advogados do Brasil - OAB), the Public Prosecution Office and any citizen with credentials in the Electoral Justice are granted access to analyze the electronic ballot box software, in an environment controlled by the Superior Electoral Court. Once these agents have verified the integrity and security of the programs, they sign them digitally, together with the Electoral Justice. Through the digital signature it is possible to confirm the authenticity and integrity of the software installed in the ballot boxes at any given moment, before, during or after the elections.
Once all the requests for candidacy registration have been considered and decided upon, the regional electoral courts order the generation of the lists (of candidates and voters), memory cards and diskettes, all with specific information for the elections. The political parties and scientific organizations hired by them, the OAB, the Public Prosecution Office and any citizen with credentials in the regional courts can follow this process.
